Few cities in California grew as fast as Moreno Valley did in the 1980s. Incorporated in 1984 from the communities of Sunnymead, Edgemont and Moreno, it added tens of thousands of homes in less than a decade as families priced out of Orange County and Los Angeles followed the 60 freeway east. The tracts that resulted are remarkably uniform: single-story and two-story stucco houses on slab foundations with ABS plastic sewer laterals, all now approaching forty years in the ground.

That uniformity makes trenchless sewer repair a good fit. The defects that show up on camera in Moreno Valley tend to be the same few problems repeated across thousands of homes, and the no-dig methods for fixing them are well established. The older pockets and the enormous logistics buildings around March Air Reserve Base add variety, but the core of the work is predictable. The neighborhoods covered are listed on the Moreno Valley trenchless pipe repair details page.

What is under Moreno Valley's slabs and yards

The valley floor is a mix of alluvial fans and old lakebed soils, and much of it is alkaline clay that swells with winter moisture and shrinks hard in summer. That cycle, repeated every year since the tracts went in, has worked on every buried pipe. ABS laterals do not corrode, and roots rarely enter them except at a separated joint, but the soil can lift one section and drop the next until the line holds standing water in a belly. In the rush of 1980s construction, fittings were sometimes pushed together with little cement, and those joints are the ones that have let go. Because the homes are slab-on-grade, the building drain runs beneath the concrete floor, and a defect there is costly to reach by digging.

Sunnymead, Edgemont and the strip along old Highway 60 are the exceptions. Their 1940s-to-1970s homes may have vitrified clay with mortar joints, Orangeburg fiber pipe from the postwar years, or cast iron under the house. Pepper trees and eucalyptus windbreaks left over from the farming days line these streets and have had decades to find the joints. Along the 60 corridor and near March, the warehouse and distribution buildings have large-diameter drains under vast slabs and truck courts, where any open excavation means halting operations.

Matching the method to the defect

  • Hydro jetting and camera inspection come before any recommendation. Jetting clears the line so the camera can see the pipe wall, and the footage shows whether you have one belly, one bad joint or a line failing along its length.
  • Sectional point repair handles the single separated joint or short belly that is the signature Moreno Valley tract defect. A short liner is cured over just that segment.
  • CIPP lining of the full lateral is right for Sunnymead and Edgemont clay with roots at many joints, for cast iron under a slab, or for an ABS line with several defects. The learn how CIPP liners are cured page explains the liner, the resin and the cure.
  • Pipe bursting replaces collapsed clay, flattened Orangeburg or a lateral too deformed to accept a liner, pulling new HDPE in along the old path.
  • Spin-cast lining is the tool for large-diameter drains under the logistics buildings and for commercial cast iron, applying a structural coating from inside the pipe while the facility keeps operating.

Permits, the district and inspections

The City of Moreno Valley issues the permit for lateral repair inside city limits. Sewer collection and treatment are provided by Eastern Municipal Water District, which owns the mains; the homeowner owns the lateral from the house to the point of connection. Properties in unincorporated areas around the city edges obtain their permit from Riverside County instead. Before any pit is dug, the contractor must notify DigAlert, Southern California's 811 service, and allow time for gas, electric, water and communications lines to be marked. An inspector may want to see the connection or review the post-repair video. The city does not currently require a sewer inspection at the point of sale, though buyers increasingly ask for one on older homes, and a lined lateral with documentation makes that conversation short. Commercial projects near March may involve additional coordination with the property manager and, for the largest facilities, a phased schedule that keeps docks open.

What an estimate visit should look like

A worthwhile estimate starts with diagnostics. The contractor jets the line, runs the camera to the connection, locates the route and depth with a sonde, and reviews the footage with you. The written scope that follows should state the method, the length, where access will be opened, how your yard, driveway or slab penetration will be restored, and how long water will be off. The each stage of a trenchless repair page describes that progression from first visit to final inspection so you know what a complete proposal looks like.

Pipe Bursting in Moreno Valley

How pipe bursting works

A steel cable is threaded through the old sewer line from a pit at one end to a pit at the other. A cone-shaped bursting head, with new high-density polyethylene pipe fused to it, is pulled through by a hydraulic unit. The head splits the old clay or cast iron outward into the soil and the new pipe follows in the same alignment at the same depth. The result is a single fused length of pipe with no joints for roots to find.

When bursting is the right call

  • Collapsed sections — a liner needs a host pipe to hold its shape; a collapsed run has none.
  • Bellies — a low spot that holds water stays a low spot after lining. Bursting lays new pipe on a fresh bed.
  • Undersized lines — bursting can upsize a 3-inch lateral to 4 inches; lining slightly reduces diameter.
  • Badly deformed pipe — Orangeburg that has flattened, or cast iron with most of its bottom gone.

What the job looks like

One pit at the house or cleanout, one at the property line or the street connection, each a few feet square. Utilities that cross within a foot or two of the sewer path are located and potholed first. The pull takes an hour or two; the whole job, including fusing, connections, inspection and backfill, is usually one day.

Permits and the street

If the downstream pit is in the sidewalk, parkway or street, a right-of-way permit and restoration to city standards are required in addition to the plumbing permit. If the connection at the main is replaced, the city inspects it before the pit closes. Confirm who is handling this before work starts.

Questions we hear in Moreno Valley

Why are 1980s Moreno Valley homes starting to have sewer problems?+

The city incorporated in 1984 and added most of its housing in a single decade of extremely fast construction. Those homes have ABS plastic laterals and slab foundations, and the pipe itself is still sound in most cases. The issues come from how quickly the tracts were built and what the ground has done since. Joints that were not fully solvent-welded have separated, trench backfill that was lightly compacted has settled into bellies, and forty years of shrink-swell in the valley's alkaline clay soils has moved pipes out of grade. A camera inspection typically shows one or two defined defects rather than general decay.

Are Sunnymead and Edgemont different from the rest of the city?+

They are the older pockets. Sunnymead and Edgemont were established communities long before incorporation, with homes from the 1940s through the 1970s, and their laterals can be vitrified clay, Orangeburg from the postwar years, or cast iron under the house. Those materials fail the way old pipe does everywhere: roots at the joints, flattened Orangeburg, corroded iron. The mature pepper trees and eucalyptus along the older streets add pressure. Full-length lining or bursting is usually the sensible choice in these neighborhoods.

Can trenchless methods handle the warehouse and logistics buildings near March?+

Yes, and they are often the only practical option. The distribution centers and industrial parks along the 60 corridor and near March Air Reserve Base have large-diameter drains under slabs the size of several football fields, with truck courts on top. Open-cut repair would shut down operations. Spin-cast lining and large-diameter CIPP can rebuild those drains from manholes and cleanouts while the building stays active, and sectional repairs can address a single crushed segment under a loading dock. The inspection and scoping are more involved, but the principle is the same as a residential job.

Who runs the sewer system in Moreno Valley?+

Eastern Municipal Water District provides sewer collection and treatment for the city, so the main in the street belongs to the district. The City of Moreno Valley issues the permit for work on your lateral, and an inspector may check the connection or review the camera footage after the repair. The property owner is responsible for the lateral from the house to the point of connection. Unincorporated areas near the city boundary fall under Riverside County for permits. Either way, DigAlert must be notified before any excavation.

How do I get an estimate for trenchless repair in Moreno Valley?+

Insist on a camera inspection as the starting point. The contractor should jet the line, run the camera from a cleanout to the connection, locate the depth and route from the surface, and go over the footage with you. The written proposal should name the method, the length, the access points and the restoration of your yard or driveway, along with a schedule. Estimates are free; call now.
