Jurupa Valley is one of California's newest cities, incorporated in 2011 out of the long-established communities of Mira Loma, Glen Avon, Rubidoux, Pedley and Sunnyslope. For most of the twentieth century this stretch along the Santa Ana River was dairy land, horse property and semi-rural homes on large lots, and a great deal of it ran on septic tanks because there was no sewer main to connect to. That history still defines sewer work here more than anything else.

Over the past two decades the community services districts have pushed mains into neighborhood after neighborhood, and properties have been connecting, sometimes by choice and sometimes because a failing tank or a sale forced the issue. Each conversion means a lateral across a lot that may hold a barn, a riding arena, a workshop and decades of mature trees. Trenchless methods make it possible to build or rehabilitate that lateral without carving a trench through all of it. The county-wide Riverside County trenchless coverage map shows the areas where this work is available.

Lots, soils and the pipe already in the ground

The housing stock is older and more varied than in the planned cities to the south. Rubidoux and Glen Avon have homes from the 1920s through the 1960s, Pedley and Mira Loma grew through the 1960s and 1970s, and newer tracts filled in around Eastvale's edge in the 2000s. The original building sewers on the older properties are vitrified clay with mortar joints, Orangeburg fiber pipe on postwar builds, or whatever a previous owner installed during a repair, and many of them ran to a septic tank in the side yard rather than to the street. Later homes have ABS, often on raised foundations in the rural areas and slabs in the tracts.

The soil is the other factor. Along the river in Rubidoux and Pedley the ground is sandy alluvium that drains freely but erodes from beneath any leaking joint, leaving the pipe hanging until it sags or separates. Across the whole city the tree pressure is real: pepper trees, eucalyptus windbreaks left from the dairy years, and large ash and sycamore around older homesteads. On horse properties, corral fencing and arenas often sit directly on top of the lateral route.

Which trenchless approach fits which situation

  • Hydro jetting and camera inspection are essential, especially on a septic conversion where nobody knows what the old line is made of or where it goes. The camera and a sonde map the actual route before any plan is drawn.
  • CIPP lining rehabilitates an existing clay or iron building sewer so it can be reused for the new connection to the main. A cured liner seals the joints that sand has been flowing through. The cured-in-place lining reference site page explains the liner and curing process.
  • Pipe bursting replaces Orangeburg, collapsed clay, or a line that has sagged out of grade in sandy soil, pulling new HDPE along the same path.
  • Sectional point repair handles a single crushed segment under a driveway or corral gate on an otherwise sound line.
  • Spin-cast lining applies to larger-diameter cast iron and to commercial drains in the industrial areas of Mira Loma near the 15 and 60.

Permits, districts and inspections

Jurupa Community Services District provides sewer service to most of the city and Rubidoux Community Services District serves Rubidoux, so the main at your connection belongs to one of them and the district sets the requirements for tying in. Since 2011 the City of Jurupa Valley has issued the permit for work on private laterals, and the few remaining unincorporated pockets nearby fall under Riverside County. A septic abandonment carries its own permit and inspection, which the contractor should coordinate with the sewer connection. Before any digging, DigAlert, the 811 service, must be notified so gas, electric, water and communications lines are located; on rural lots that also means finding private irrigation lines and old tank components that no one marked. The owner is responsible for the lateral to the point of connection, and a district inspector will often want to see the tap before it is covered. A sale is one of the most common triggers for a septic conversion, so plan ahead if you intend to list the property.

What an estimate visit should include

The contractor jets and cameras the existing line, locates its route and depth from the surface, identifies where the tank sits and where the district main runs, and reviews the footage with you. The written scope should state the method, the length, the access points, how fencing, corrals and driveways will be restored, and how the septic abandonment fits into the schedule. The what happens on a trenchless job page describes that sequence so you can judge any proposal against it.

Sewer Pipe Lining (CIPP) in Jurupa Valley

How cured-in-place lining works

A felt or fiberglass tube is saturated with resin, pulled or inverted into the cleaned host pipe, pressed against the wall with air or water, and cured with hot water, steam or UV light. When it hardens you have a new, jointless pipe inside the old one. The liner takes up a small amount of diameter, but its smooth wall flows better than corroded cast iron or offset clay. Lateral liners are typically rated for a 50-year service life.

What has to happen first

A camera inspection to map the line and every branch connection, hydro jetting to strip roots and scale so the resin bonds to clean pipe, and measurement so the liner is cut to length. After the cure, branch connections are reopened from inside with a robotic cutter and the line is filmed again.

When lining is the right fix

  • Root intrusion at joints, longitudinal cracks, small offsets, pinholes or channeling in cast iron — on a pipe that is still round and holding grade.
  • Lines under slabs, driveways, mature landscaping or streets, where the cost of a trench is mostly the cost of restoring what is above it.
  • Coastal and high-water-table lots where an open trench means dewatering and shoring.

When it is not

Collapsed pipe, bellies that hold standing water, and lines that were undersized to begin with. A liner follows the host pipe's shape, so a bad shape stays bad. Those lines get pipe bursting or a spot replacement. Under-slab cast iron with several tight bends usually gets a spray-applied liner rather than felt.

Questions worth asking

What resin system and cure method will be used, what the liner's rated life is, whether the branch connections were counted, who pulls the permit, and whether you will receive the before-and-after video. A contractor who does this every week answers all five without hesitation.

Questions we hear in Jurupa Valley

Why is sewer work in Jurupa Valley so often tied to septic conversion?+

The city incorporated in 2011 from the unincorporated communities of Mira Loma, Glen Avon, Rubidoux, Pedley and Sunnyslope, and for decades much of that area was rural and on septic. Sewer mains have been extended through many neighborhoods since, and properties are being required or encouraged to abandon their tanks and connect. That conversion means a new or rerouted lateral across lots that are often half an acre or more, with corrals, barns, mature trees and long driveways in the way. Trenchless installation and lining keep that connection from becoming a trench across the entire property.

What kind of pipe do the older homes in Rubidoux and Glen Avon have?+

Homes built from the 1920s through the 1960s in Rubidoux, Glen Avon and the older parts of Mira Loma may have vitrified clay with mortar joints, Orangeburg fiber pipe from the postwar years, or a mix of materials from decades of owner repairs. Many of these lines originally ran to a septic tank rather than a street main. Where a main now exists, the old building sewer is often reused for the connection, and a camera will frequently show roots, offsets and flattened sections that should be lined or burst before the property is tied in.

How does the sandy soil near the Santa Ana River affect sewer lines?+

The south side of the city along the river, including parts of Rubidoux and Pedley, sits on sandy river-bottom alluvium. Sand drains fast and does not swell, which is good, but it also washes away from under a leaking joint and leaves the pipe unsupported. The result is a sag or a separated joint that gets worse each time water escapes. Sand also flows into an open joint and can fill a line partway. Lining seals the pipe so the soil around it stabilizes, and bursting replaces a line that has already dropped out of grade.

Who provides sewer service, and who issues the permit?+

Jurupa Community Services District serves most of the city, and Rubidoux Community Services District serves the Rubidoux area, so the main at your connection belongs to one of those districts. Since incorporation, the City of Jurupa Valley issues the building permit for work on your lateral, while a district permit or inspection may also be needed at the connection. Riverside County still handles unincorporated pockets nearby. The lateral from the house to the point of connection is the owner's responsibility, and DigAlert must be contacted before any excavation.

What is the first step toward a trenchless estimate in Jurupa Valley?+

Ask for a camera inspection of the existing line, whether it runs to a tank or a main. The contractor should jet it, run the camera its full length, locate the route and depth from the surface, and show you the footage. The written scope should then identify the method, the length, the access points, and how corrals, fencing, driveways or landscaping will be restored. Estimates are free; call now.
